Abstract

Peculiarities of its geographical location and a unique natural resource base make Siberia a strategically important region not only in terms of socio-economic development of the Russian Federation, but also in terms of ensuring national security of the state as a whole. The development of Siberia’s natural resources with the use of innovative technologies is potentially able to bring the region to a new level of development, turning it into a locomotive of the Russian economy. However, at the present stage, the implementation of these tasks is largely hampered by a shortage of labor resources caused by the decline in the demographic potential of Siberia, which has been observed throughout the post-Soviet period. The migration outflow of the population from the region plays the decisive role in the formation of these negative trends.
