Abstract
The article gives the contemporary definition of population policy. Its structure is considered in the directions and elements, such as vision, goals, objectives and actions. Given the ratio of concepts such as population policy and demographic policy. Critically examines the definition of population policies, narrowed to policy in the field of population reproduction. Emphasizes the equal role of migration (paired with a reproduction of the population) is not only in the demographic balance, but also in the country's population policy or its individual Territories. Migration policy structure is revealed by its main directions. Defined the place of temporary migration as a factor of permanent migration in demographics Disclosed ratio between social and demographic policies. Formulated the permanent and temporary goals of demographic policy in Russia. Thus, the permanent goal of fertility of the population of Russia may be achieving reproduction in regime of real generations of women at least simple, advanced as a maximum, and alignment of the various strata of the population birth rate intensity. Temporary goal-attainment of steady state current fertility — 1,7-1,8 children per woman and saving it is not below this value, during the 25-30 years. Another example: constant goal of internal migration of the population of Russia — optimizing the population distribution, taking into account the geo-relevant areas of the country. One of the provisional goals in this area-redirect internal flows of permanent and temporary migration to the Far East and Baikal region through the development of socio-economic infrastructure in the occupied territories, the establishment of new industrial clusters, the development of a system of benefits, more comfortable conditions for obtaining land and housing, as well as a freeze on expansion projects in Moscow.
