Abstract
In article dynamics of migration processes to Russia after the collapse of the USSR till 2018 is considered. Including the role of temporary labor migration and migration on the permanent residence in processes of formation of population of Russia in 1991–2018 is analyzed. It is noted that external migration considerably offset demographic losses of the population of Russia during the Post-Soviet period. Necessary measures of migration policy of Rossi are allocated for the medium term in terms of strengthening of a contribution of migration to formation of number of human resources and population of the Russian Federation. Measures for improvement of the Russian migration legislation and a control system of migration processes are proposed.
