Abstract

Mayoral elections in the administrative center of a constituent entity of the Russian Federation always act as an important political event in the region. They are important not only for its residents and the administrative structures of the municipal government. The problem of electing a mayor becomes very significant for the head of a federal subject, especially when there is a relationship of political rivalry between him and the current mayor or a candidate for this position. This rivalry is sharpened not only by the presence of political ambitions, but also by the struggle for the redistribution of financial flows between the city budget and the budget of the federal subject, for participation in the management of land resources and real estate.
