Abstract
The transformational processes taking place in the Russian Federation today have determined the need to solve a whole range of economic, socio-political, and socio-cultural problems. Of course, their knowledge, and therefore their social action, is based on the most complex phenomena associated with the market restructuring of society, with the mobilization of all types of resources, with the formation of such a labor market base, the quantitative and qualitative parameters of which would be adequately reflected in the reproduction of labor and human potential both in the country as a whole and in the its individual subjects. It is this strategic direction - the development of human capital - that should become a priority in the social policy of all types of government. The principal component in this case is the study of the real socio-demographic state of the country's population, the trends that determine its reproduction, as well as their assessment. In this environment and on its basis, the formation of all existing social ties and their relations takes place, the social space that we define as a stable social system of society adequate to modern economic development.
