Abstract
On 20 April 1999, the first congress of the Assembly of the Peoples of Russia was held in Moscow. The idea of creating the Assembly of the Peoples of Russia gained real recognition in 1996 after the Concept of State National Policy was approved by the Decree of the President of the Russian Federation B.N. Yeltsin. The Assembly of Peoples of Russia was considered in the Concept of State National Policy as one of the main mechanisms for implementing the main provisions of the document. The main task of the Assembly was to establish a dialogue between state authorities and national communities, to participate in the lawmaking process and in peacemaking activities.
